2012 RESOLUTIONS
Resolution forms submitted for action at the 2012 Humboldt County Democratic Convention:

- 2012 Resolution: Hydraulic Fracturing, Transparency and Environmental Regulation Loopholes
- 2012 Resolution: Natural Gas Rate Structure Inequities-State of Nevada
- 2012 Resolution: Administration of Nevada’s Public Lands
A number of Resolution TOPICs were identified by attendees at the 2012 Humboldt Democratic Caucus. These will need to be “fleshed out” and submitted as resolutions to be considered at the Humboldt Democratic County Convention that will be held on 4/14/2012. Here’s a list of those topics.
LAWS/LEGAL ISSUES:
- Empower the Security & Exchange Commission to stop the ENRONs and Madoffs.
- Legislate penalties for Corporate greed and price fixing (e.g., GAS)
- If ”Corporations are People” and if “the buck stops at the top,” then it’s time to start charging CEOs for fraud, theft, etc., and send them to jail just as we do for “people” commit those crimes.
VOTING RIGHTS / CITIZENS UNITED:
Elimination of the Electoral College; Utilize Majority of Popular VoteInstitute a Nationwide Primary to select Candidates on the 1st Tuesday in AugustInstitute Term Limits for the U.S. Senate (3) and U.S. House (5)- Election/Campaign Reform (Public Funding such that all candidates have the same amounts of funding with which to mount their campaign)
Election/Campaign Reform: Candidate contributions are allowable only from the candidate’s “constituency.” Individuals and individual legal entities (corporations and small businesses) within the candidate’s constituency are limited to no more than $5,000 per election cycle. [Constituency for President=Nationwide; Constituency for US Senate=State-wide; Constituency for US House, State Senate, State Assembly=District within the State; Constituency for County officials=County Residents; Constituency of City officials=City Residents, etc.]HEALTH / HEALTHCARE:
- Raise revenue devoted to Medicare Prescription program
EDUCATION:
- Institute a NV State Lottery and designate that proceeds can be used only to increase funding for Education.
LABOR:
- Use mining and agriculture to help draw new industry into Nevada (e.g., cheaper productivity costs when you’re closer to the source).
- End tax breaks for corporations (e.g., Big Oil, etc.)
NATURAL RESOURCES / LAND USE:
- Regulate the Hydraulic Fracturing industry in their pursuit of Natural Gas
- Provide a tax credit for NOT owning a car
- Provide a tax rebate for adult bicycle purchases of 30% up to $300
ENVIRONMENTAL:
- Pass legislation to ensure the Hydraulic Fracturing industry is subject to the provisions of the Clean Water Act.
- Pass legislation to require the Hydraulic Fracturing industry to disclose chemicals being pumped into the ground during the “fracking” process.
- Support price increases (tariffs) for imported energy
ECONOMY:
- Balance the annual U.S. Federal Budget via Legislative Policy/Procedure.
- Work diligently to reduce the national debt
- Any/all military actions (wars) must be paid for through revenue increases
- Reduce “inheritance” taxes
- Equity in agricultural property taxes
Make plans to attend our monthly meetings to begin fleshing out resolutions to be voted on by those attending our County’s Democratic Convention in April 2012.
